ICE Custody and Release Checks

To find someone transferred from Nicholas County custody to the ICE detention system, search the Online Detainee Locator System with exact identifying information and follow an unresolved result through ICE's information line. No ICE-owned detention facility was identified in Nicholas County. ODLS is designed chiefly for current ICE custody, so a no-result does not prove community release or removal. A local jail's use of “released” may record only the handoff from county custody to immigration custody.

Nicholas County ICE Transfer Scope

ICE detention is civil immigration custody and is separate from Nicholas County criminal custody, Kentucky DOC, USMS, and BOP. The relevant path begins only when a detainer, agency field, jail release entry, or receiving-custodian record points to ICE. Nationality or place of birth alone is not evidence of ICE custody.

If Bourbon County Regional Jail transfers a person to ICE, the regional facility's record may mark the end of local custody. That is not a community release. The receiving agency and its current-custody system must be checked before describing the person's status.

Search the ICE Detainee Locator

The official Online Detainee Locator System is designed for people currently in ICE custody or held by Customs and Border Protection for more than 48 hours. It excludes minors.

  1. For the most exact route, enter the nine-digit A-number and country of birth.
  2. If no A-number is known, enter the exact first and last name plus country of birth.
  3. Use date of birth to narrow a name search when available.
  4. Check spelling, name order, and the required country field before concluding there is no result.
  5. For an unresolved detention inquiry, call the ICE information line during its stated hours.

The Nicholas County release search explains how to obtain the regional jail entry that may name ICE as the receiving agency.

What an ICE Result Can Prove

ODLS is a location and current-custody tool, not a full historical release archive. Interpret its results within that narrow purpose.

ODLS outcome Safe conclusion
Matching current result ICE reports the person within the locator's current-custody scope
No result Status is unresolved without more checks
Name mismatch Retry exact spelling and identity fields
Recent transfer Allow for processing delay and contact ICE
Minor ODLS is not the applicable public tool

A no-result can reflect a mismatch, processing delay, suppression or exclusion, release, removal, or custody by another agency. None of those possibilities can be selected from the blank result alone.

ICE Locator Contact and Limits

ICE provides a national information line for unresolved detention information. The research records weekday hours, excluding holidays, from 8 a.m. through 8 p.m. Eastern. Use the call to clarify detention information, not to ask the agency to create a release history that ODLS does not publish.

Have the full legal name, A-number if known, country of birth, and date of birth ready. If the inquiry began with a Nicholas County arrest, also preserve the regional jail's booking number, local case number, and approximate transfer date so records from the two custodians can be reconciled.

County Release Versus ICE Custody

The same event can be a “release” in one agency's file and a transfer in the overall custody history. Bourbon County Regional Jail can release its hold when ICE takes physical custody. The person's name then drops from the current jail portal even though the person has not entered the community.

Request the jail's actual release date and time, recorded disposition, receiving agency, and body receipt or authorization where available. Then check ODLS and contact ICE. This two-record method is more reliable than treating roster absence as proof.

No ICE Facility in Nicholas County

The research found no ICE-owned detention facility physically in Nicholas County. That finding does not rule out an ICE detainer, pickup, or placement elsewhere. Immigration detention locations can be outside the county and can change after transport.

The Nicholas County Sheriff may hold the arrest or transport record, while Bourbon County Regional Jail holds the local admission and departure event. ICE holds its own custody information. Ask each office for the record it created instead of asking one office to certify the entire chain.

ICE, USMS, BOP, and DOC Differences

ICE ODLS covers current civil immigration custody. USMS manages federal pretrial prisoners but has no comparable public release locator. BOP covers sentenced federal custody and can display a past release date. Kentucky's KOOL system covers state DOC custody and supervision.

These sources cannot be substituted for one another. Start with the receiving agency named in the last confirmed record. If the agency changes, continue in the next system. A transfer date marks the boundary between custodians, not necessarily a return home.

Build the Nicholas to ICE Timeline

Start with the last confirmed regional-jail event. Request the date and time local custody ended, the recorded release type, and the receiving agency. If the agency is ICE, the event is a transfer even if the county record uses a release label.

Then check ODLS with exact identifiers and record the search date. A recent pickup may not appear at once. If no result appears, verify the A-number format, country of birth, name spelling, and date of birth before calling. Keep the gap visible until an official source supplies the next event.

Identity Fields in ICE ODLS

The A-number route requires an exact nine-digit number and country of birth. The name route requires exact first and last names and country of birth, with date of birth available to narrow results. A failed search can therefore arise from data entry instead of custody status.

Aliases, compound names, name order, and transcription errors can affect matching. Compare local booking identity with immigration identifiers without assuming the formats match. Do not infer an A-number, birthplace, or ICE involvement from demographics. Begin only from a documented detainer, agency entry, receiving-custodian record, or information from an authorized source.

After ICE Custody Ends

ODLS is not a complete historical archive of release or removal. If a prior match later disappears, the public tool alone does not identify the event. Release, removal, transfer, suppression, exclusion, and delay remain possible.

Call ICE with exact identifiers for unresolved detention information and preserve the regional jail record because it establishes when local custody ended. A return to Nicholas County must not be inferred from prior residence. The last verified custodian and disposition control the description.
